My submissions weren't accepted. Is what I do not supposed to belong here in the first place?

I have a pic here I got someone to do for Me (commissioned them) it contains two rocket knight adventures characters in a special halloween cross-over (one as felicia), however the other one is as ahri from league of legends, so not sure if that qualifies to be submitted here, just want to know before I do first.
